Fill the pipe to the top with small pinches of tobacco without pressing it, then use a tamper to press the tobacco uniformly and rather firmly. Now see how it draws: it should draw exactly as it did when empty, otherwise you have to start over again. If it draws well, fill the pipe to 3 or 4 mm from the top of the bowl, press again but not so firmly.
